Pastor Shaun Brown’s vision for Coastal Church began in 2002 with one campus and an average weekly attendance of almost 200 folks. In the 21 years under his leadership, Coastal Church has grown to 5 campuses with an average weekly attendance of just over 2000 folks. He actively sets goals for the congregation according to the will of God, obtains goal ownership from the people, and sees that each church member is properly motivated and equipped to do his or her part in accomplishing the mission of the church.

Pastor Shaun graduated from Moody College, and with an MDiv from the Reformed Theological Seminary. He and his wife, Jen, have been married 28 years and have 3 young adult children.

Pastor Andrew Oates has served under Shaun Brown for the past 8 years. He graduated with an MDiv from Liberty University and, most recently, a PhD from Regent University. Pastor Andrew oversees Coastal Church’s operations as well as leads, directs and coaches the staff.

Pastor Andrew implements processes to optimize operations, strives to expand and unify the church, as well as manages resources effectively. Pastor Andrew and his wife, Holly, have been married 23 years and have 5 children

As the Executive Director of Creative Services at Coastal Church, Amy Morrison is responsible for overseeing all aspects of the church's communication and production. With over 15 years of experience in the Graphic Design industry, Amy brings a wealth of knowledge and expertise to the role. Amy has a keen eye for design and a talent for crafting compelling messaging. In her role at Coastal Church, she has been instrumental in developing and executing successful campaigns that have helped the church grow and reach new audiences.

In her current role, Amy oversees all aspects of the church's communications strategy, from developing content for social media to coordinating live-streamed services and events. Her team also manages the production of all multi-media content, including videos, podcasts, and sermon recordings. She brings an in-depth understanding of how to leverage digital and social media to maximize reach and engagement, as well as a keen eye for detail when it comes to the visual aspects of production.

Bethany Lay is the Executive Director of Membership and Engagement at Coastal Church. She has been in full-time ministry for twenty years. In addition, she is in her fifteenth year at Liberty University Online where she is an Instructional Mentor and Subject Matter Expert in the School of Divinity. She and her husband, Chris, have one daughter who is finishing her sophomore year of college.

Brandilynn Kelley is the Executive Director of Administration. Brandilynn has 20 years in logistics and organization management. She is has served in the United States Air Force and managed an Air Force Child Development Center. Brandilynn is our MinistryPlatform church database account manager in addition to overseeing numerous other church software system. Brandilynn handles all the administrative staff’s training.

Brandilynn has a certificate in early childhood education. Brandilynn has her associate degree from the community college of the Air Force. She is currently studying at Liberty University Online for a degree in Biblical Studies. Brandilynn is the busy mom of four kids from college age to third grade.

Jeff Frye is the Executive Pastor of Operations at Coastal Church and has worked with the church since 2015. Jeff has managed projects including the purchase and renovation of the 55,000 sq foot Coastal Yorktown campus. He also oversaw and managed over 200 contractors and volunteers during the construction process. Jeff has also managed over thirteen total construction projects total over 440,000 sqft. Jeff’s other duties include, leading, organizing, managing, and supervising all campuses that include maintaining all applicable federal, state, and local laws and regulations.

Jeff graduated from BOMI with an Executive Facility Management Degree and well as graduation from the Newport News Apprentice School. Jeff is also certified in church security safety. Jeff enjoys spending time with his three grandkids, two kids, and been married for thirty-eight years

Jordan Barnette is the Executive Director of Finance and Human Resources at Coastal Church and has worked with the church since 2014. Jordan received his bachelor’s degree in business administration with a concentration in Finance from Christopher Newport University and later his master’s degree in business administration from Liberty University. He has also received certifications in Human Resource Management from George Mason University.

Jordan has vast experience in QuickBooks Online and Sage Intacct accounting software. He also has many years of proficiency in payroll management, onboarding and human resource oversite, church financial policy and compliance, budgeting and forecasting, and accounting and financial management. Jordan’s other passions include personal finance coaching, musician and audio technician, as well as being a husband and father of two.

Tito Tirado has nearly thirty years of ministry experience. He has held various ministry positions including Senior Pastor, Pastor of Ministry Development, Associate Pastor, and Biblical Counselor. Tito has had the privilege of working in various cultural settings, including multi-cultural churches. Tito reads, writes, and speaks Spanish fluently.

Tito Tirado has earned a Doctorate of Christian Philosophy from Florida Christian University and a Masters of Divinity form Florida Theological Seminary. More recently Tito has completed a Disruptive Strategy Certification at Harvard Business School Online. Though his expertise is recruiting, developing, and deploying leaders, Tito has a passion to help hurting people and spends a great deal of time doing Biblical Counseling. He is currently pursuing a Biblical Counseling Certification through the Association of Certified Biblical Counselors. He also has a passion of helping others develop and grow spiritually. Tito is married to Njiba Tirado and has four children, Samantha, Christian, Tito and Kaleb. He enjoys watching law dramas, suspense thrillers, sports; and he loves and plying cards and playing brain like scrabble.

Dave Peterson, Pastor of Biblical Counseling. Dave is a retired Navy Chaplain, who has over fifteen years of experience as a Biblical Counselor. He has consulted churches on establishing a biblical counseling ministry and developing a congregational soul care team. He is certified to train Change That Sticks, (a biblical counseling training course) and Unbound (an individual soul care course). He has graduated from biblical counseling training courses from Association of Certified Biblical Counselors, the Association of Biblical Counselors, the International Association of Biblical Counselors, the Fellowship of Biblical Counselors, the Institute of Biblical Counseling and Discipleship and the Truth in Love Biblical Counseling Center. He has received a Masters of Divinity (Professional Studies) from Liberty University and a Masters of the Arts in Human Services (Christian Counseling).

He is currently pursuing a PhD in Psychology & Counseling (Biblical Counseling) from Regent University. Dave also serves as the Operations Supervisor for the Biblical Counseling Coalition.

Joey Harris is the Director of Missions at Coastal Church and has worked with the church since 2022. Joey received his bachelor’s degree in business administration with a concentration in Marketing and Sports Management from Christopher Newport University in 2001. He has also received certifications in Multicultural Leadership and Discipleship along with a TESOL certification.

Joey and his family served as missionaries in Honduras for four years with Sparrow Missions. Their passion was to see indigenous leaders and disciples trained in the Bible through authentic relationships. Joey was the Director of the Sparrow Carpentry shop where they made guitars, ukuleles, and disciples. He also taught through the Timothy Initiative training to a group of young Hondurans. Joey worked as a Project Manager at Newport News Shipyard for 10 years prior to being called to full-time ministry. Joey’s other passions include missionary training and coaching, fishing, golf, any sports event, as well as being a husband and father of two.
